Howard Bernstein is the co-founder of the Long Island CW Club along with Rich Collins K2UPS, where they train amateurs of every age to be CW operators over Zoom video conferencing. Howard has a long history in ham radio extending back over 50 years. WB2UZE still has his first Drakeline and is a collector of vintage things including old radios and automobiles. Howard is my QSO Today.

As someone who holds an Advanced Class FCC license obtained when CW was a required license element, I was thinking that CW is still a good skill to have. Especially in a pinch. Such as an extreme emergency. Simple and effective communication can be accomplished with the most elemental equipment, at sub-QRP power levels. As Mr. Bernstein said, he can copy someone banging on a pipe!

May I suggest that the Amateur Radio, emergency communications, and community preparedness communities consider asking the FCC to implement an optional radiotelegraph license enhancement/endorsement, with, of course, grandfathering for those who took the General and above exams when the Morse code exam requirement was in force. Obviously, besides the regulatory change, this would require more resources applied to the VE testing infrastructure.

I took the General and Advanced exams and the CW test at the FCC office in Manhattan. The FCC should consider the national preparedness aspect. Perhaps a few kHz of dedicated spectrum could be reserved on a few bands as a reward for the Endorsement.
